Vote for Quicksilver Catamaran Snorkel
I like the reef trips and had a sweet time on the Quicksilver Catamaran Reef Trip. It is fun and easy as they tour the shallow reefs (beginners do not like deep) of Pennekamp State Park and larger National Marine Sanctuary.

Top the List with Pennekamp

This park is one of the cheapest and best ways to snorkel in all of the Florida Keys. I would recommend this to all visiting Key Largo, or just stop in and break up the drive down to Key West. You just pay to park the car and then everything is free to explore inside and jump in the snorkel park.
