There are more bicycles cruising around the streets here, than any other city in all of Florida. Key West traffic enforcement does have rules and we used to break them, but no more. It is a big deal down here where you lock your bike. A few years back they started a rule requiring bikes to be locked only to designated bike racks. Do that and you will be fine.

We Love Island Bicycle Exploration We never had a problem with the bikes, but the Key West Police do make sure about lights at night. Be sure to have lights on the front and rear to avoid issues.
A Town that Loves Bicycles The whole island has areas designated for leisure bicycle riding use, which is why it is so popular here. The bicycle enforcement rules are for everyone's benefit and seem to be very fair. For tourists, knowledge is the problem as a guest may be here for the first time and only spend a weekend. More signs may be the only answer prior to any tickets.
